Marshall S. Carter was a United States (U.S.) Army officer. He was born on September 16, 1909, at Fort Monroe, Virginia and was the son of Brigadier General Clifton Carter. He graduated from West Point in 1931 and earned a Masters Degree at the Massachusetts Institute of Technology in 1936. During World War II, he served in the Logistics Group of the War Department General Staff and as Deputy Chief of Staff in the China Theater of Operations.
